Aqua Terra Consultants, Inc. (ATC) provides
clients with environmental services and hydrogeologic
services that are tailored to the
specific needs of each corporation or individual, while providing unique insight that only
ATC can offer due to years of experience in the region. Our staff is
fully cognizant of Wyoming and Montana regulatory requirements and has developed excellent
working relationships with local and state agencies. We can assist clients with
every phase of a project including initial design, cost estimating, requisite permitting,
construction specifications, construction supervision and systems management. ATC
prides itself in providing services in a climate of honesty and integrity. We
are committed to building honest and sincere relationships with our clients and others.

Staff Statistics
ATC's staff is comprised of individuals with a wide range of experience
in mining engineering, hydrogeology, and regulatory permitting. Our staff has
significant operating experience from previous employment with coal mining companies.

Individual Experience
Below is a summary of projects and experience of our staff that best illustrates our
diversity and expertise.

P. Joe Gerlach, Professional Geologist
Mr. Gerlach is President of ATC. He has Bachelors and Masters Degrees in Geology and is a registered Professional Geologist in the State of Wyoming. His expertise is in the field of hydrogeology in which he has
30 years post-graduate experience in managing groundwater investigations. Four of these years experience were as an employee with a mining company, while for the last
26 years Mr. Gerlach has served as a private consultant. Mr. Gerlach has worked primarily for the coal strip mining, gold mine, oil/gas and ranch industries in the States of Wyoming, Montana, South Dakota and New Mexico.

Julie Gerlach,
Landman
Mrs. Gerlach joined ATC in 1993 bringing over a decade of experience in mine permitting, surveying and legal estate research and GIS mapping in addition to Civil/Architectural Engineering undergraduate studies. Since joining ATC, Ms. Gerlach has applied this experience to the preparation of numerous adjudication files, mine permit transfers, renewals and revisions, NPDES permits, and digital permit management for mining industry permits in Wyoming. She has combined her extensive background in legal estate research with expertise in GIS systems to design numerous large land management systems. These systems consist of interactive maps and internal or external databases. These systems are often combined with scanned documents for analytical and archival purposes.

K. Tyler Reed,
Manager Technical Services
Mr. Reed joined ATC in December of 1999 as an Engineering Technician. He has completed undergraduate and graduate level courses in Computer Science and Agricultural Business consisting of Visual Basic Programming, HTML or Website Programming. He has experience in Microsoft Office Suite. Since joining ATC, Mr. Reed has completed several large mapping projects consisting of Digital Orthophoto Quarter Quadrangles (DOQQs),
NAIP (National Agriculture Imagery Program) and
U.S.G.S. Digital Raster Graphics (DRGs) for use in vegetation and land management issues. The maps are converted to the correct coordinate system for use with client’s existing information. He also has produced custom Excel databases for clients ranging from compiling hydrology information to bond release information.

Michael W. Terry,
Geologist, GIT
Mr. Terry joined ATC in March of 2000 as a Geologist in Training and has a Bachelors Degree in Geology. He brings
21 years experience of third-party regulatory compliance and impact monitoring of groundwater and surface water for many surface mining operations in Wyoming, Montana, and Idaho. He has also provided primary and support roles in numerous types of investigative, remedial, and resolution efforts associated with the release and transport of trace metals, cyanide, petroleum products, and nitrogen compounds. Other types of project experience include monitoring and report requirements for sanitary landfills, public water supplies, and petroleum land farming operations.

Pete Hager, Professional
Engineer, LS
Mr. Hager has over 40 years experience as a civil engineer designing roads, conducting remote sensing studies, mapping of environmental resources and in the management of water purification and treatment systems. Over his career, Mr. Hager’s work has taken him to Africa, Asia, Europe and the Middle East. Since joining Aqua Terra in 2003, Mr. Hager has designed sediment control facilities in strip coal mines, inspected and reported on the condition of sedimentation ponds and prepared construction cost estimates for various mine reclamation activities. Mr. Hager has also assisted in the waste disposal planning and permitting of a proposed coal beneficiation plant in Wyoming.

Steve Stresky,
Hydrogeologist
Mr. Stresky joined ATC in October 2004. He is a hydrogeologist with broad experience in hydrology, geology, and geophysics. His credentials include a Bachelor’s degree in geology and geophysics, a Master’s degree in hydrology, professional registration of geology in Wyoming, and licensure of geology and hydrogeology in Washington. His experience includes mining, groundwater resource development, and environmental assessment/remediation that spans a variety of geologic settings in the mountain west, New England, and the west coast. Aquifer characterization and quantitative hydrology are among some of his specialties. Mr. Stresky also has experience with petroleum resource evaluation in numerous basins throughout the world that includes quantitative analysis and geologic interpretation for oil and gas exploration.

Todd Wagner,
Professional Engineer
Mr. Wagner
joined ATC in January of 2005 as an engineer. He has a
Bachelors degree in Electrical Engineering from the
University of Wyoming. Before joining ATC in January 2005,
he worked as an electrical engineer for five years
performing activities required in estimating, designing,
and building combined cycle power plant projects in
Alabama, California, Florida and Virginia. Mr. Wagner
is a registered Professional Engineer in Montana and
Wyoming. Since joining ATC, Mr. Wagner has gained
experience designing and permitting multiple hydrologic
control plans, sedimentation ponds, postmine impoundments,
diversions, reclaimed channels, and culverts for projects
in Alaska, Colorado, Montana and Wyoming. Mr. Wagner
has also assisted in the development of mine and
reclamation plans using volumetrics modeling software.

Margo Marosok,
Office Manager & Engineering/Lands Technician
Mrs. Marosok joined ATC in January 2006 as an
Engineering/Lands Technician after 6 years as an
Engineering Technician with the Forest Service.
Along with experience in water testing, surveying and
mapping, Mrs. Marosok has an Associates Degree in Ag
Business from NWCCD-Sheridan College. Since
joining ATC Mrs. Marosok has spent her time working on
property research, updating land maintenance systems,
and mapping of several mines. In June 2007 she
accepted the position of Office Manager and now oversees
the general office staff and helps keep the office
running smoothly.

Patrick Ley,
Engineer
Mr. Ley joined the engineering department of ATC in
August 2006. He has a Bachelors degree in
mechanical engineering from the University of Wyoming.
Before joining ATC, he worked as a welder and as a floor
hand on a portable drilling rig. Since joining ATC,
Mr. Ley has gained experience in designing and
permitting mine hydrologic control plans, sedimentation
ponds, channels, and culverts for projects in both
Alaska and Wyoming.

| Bob Giurgevich,
Senior Scientist & Project Coordinator
Mr. Giurgevich joined ATC in September of 2006 after 25
years with the State Of Wyoming's Department Of
Environmental Quality, Land Quality Division. He
has a Bachelor's Degree in Biology from Bellarmine
University and a Doctorate in Botany from the University
Of Georgia. At this time, all of Mr. Giurgevich's
work with ATC his directed toward projects which support
the prospective permit amendment application for the
Youngs Creek (formerly Ash Creek) Mine north of
Sheridan, WY. Occasionally he unlocks the ATC
closet to remind them of regulatory skeletons lurking in
those dark environs.

Robert Tilden,
Geologist
Mr.
Tilden has been with ATC since September of 2006. He has
a Bachelor’s and Master’s degree in Geology and
Environmental Studies from Ben Gurion University in
Israel. His formal education specialized in hard rock
mineralogy. He has four years experience as a
field oil and gas geologist in the Rocky Mountain region
prior to his current position.

James Kunsman,
Engineering Technician
Mr. Kunsman has been with ATC since
October of 2006. He has an Associates Degree in
drafting from NWCCD-Sheridan College.
Before joining ATC, he worked on service rigs in Baggs,
Wyoming for 5 years. Since joining ATC, Mr.
Kunsman has assisted in design and drafting of
sedimentation ponds, channels and culverts for projects
in Alaska and Wyoming. He has also assisted in
creating and submitting maps, tables and other documents
associated with mine permitting.

Cathy Reed,
Lands Assistant
The lovely Mrs. Reed has been with ATC since September of
2007. Before joining ATC and after raising 3
wonderful children, she
was with Wilcox Title & Abstract of Sheridan. She
brings her knowledge or title research and estate
knowledge to ATC. At ATC she specializes in legal
document research and Lands GIS updates besides taking
care of her youngest child.

Tiffany Shaw,
Engineering Technician
Mrs. Shaw has been with ATC since September of
2007. She has an Associates Degree of Applied
Science - Veterinary Technology. Before joining ATC, she
was with Inter-Mountain Laboratories, Air Science
division. At IML she specialized in filter
handling, computer data entry, quality assurance/quality
control coordinator, calibrating air samplers, auditing
meteorological stations, reporting, and customer
service. At ATC Tiffany specializes in handling
most of our water quality data.

History
Aqua Terra Consultants, Inc. (ATC) was established in December of 1991 by individuals
whose careers in mining began as early as the mid-1970's. This experience has been developed from a broad spectrum of
employment in the mining industry, private consulting and extensive work in the regulatory
framework of Wyoming and Montana.
