Aqua Terra Consultants, Inc. (ATC) provides
clients with environmental services and hydrogeologic
services that are tailored to the
specific needs of each corporation or individual, while providing unique insight that only
ATC can offer due to years of experience in the region. Our staff is
fully cognizant of Wyoming and Montana regulatory requirements and has developed excellent
working relationships with local and state agencies. We can assist clients with
every phase of a project including initial design, cost estimating, requisite permitting,
construction specifications, construction supervision and systems management. ATC
prides itself in providing services in a climate of honesty and integrity. We
are committed to building honest and sincere relationships with our clients and others.

Staff Statistics
ATC's staff is comprised of individuals with a wide range of experience
in mining engineering, hydrogeology, and regulatory permitting. Our staff has
significant operating experience from previous employment with coal mining companies.

Individual Experience
Below is a summary of projects and experience of our staff that best illustrates our
diversity and expertise.

P. Joe Gerlach, Professional Geologist
Mr. Gerlach is President of ATC. He has
a B.S. Degree in Geology from Miami University of Ohio and
a M.S. in Hydrogeology from the South Dakota School of
Mines. Mr. Gerlach is a registered Professional Geologist in the State of
Wyoming (P.G. #83). His experience in the field of hydrogeology
spans
30 years post-graduate, and includes management of groundwater
investigations, data collection/analysis and compilation
of permits for mining, pipelines and design and
identification of industrial/municipal water sources as
well as permitting, design and construction of
distribution systems. Initial experience as a mining
company employee was formative in Mr. Gerlach's decision
to continue serving the industry as a private consultant
for the past 26 years. Mr. Gerlach has worked primarily for the coal strip mining, gold mine, oil/gas and ranch industries in the States of Wyoming, Montana, South Dakota and New
Mexico, Colorado and Alaska.

Julie Gerlach,
Landman
Mrs. Gerlach joined ATC in 1993 bringing over a decade of experience in mine permitting, surveying, legal estate research and GIS mapping in addition to Civil/Architectural Engineering undergraduate studies. Since joining ATC, Ms. Gerlach has applied this experience to the preparation of numerous adjudication files, mine permit transfers, renewals and revisions, NPDES permits, and digital permit management for mining industry permits in Wyoming. She has combined her extensive background in legal estate research with expertise in GIS systems to design numerous large land management systems. These systems consist of interactive maps and internal or external databases. These systems are often combined with scanned documents for analytical and archival purposes.
Julie was the recipient of
the Wyoming Mining Association's Professional Services
Salesman of the year award for 2008. This award is
bestowed annually upon an individual representing a firm
which provides professional services such as
engineering, environmental services and laboratory
analysis to the Wyoming Mining Industry.

Sherry Kitto, Office
Manager
Mrs. Kitto joined ATC in February 2008 bringing over 18
years of office management, bookkeeping and administrative
experience to our office. Since joining ATC, Mrs. Kitto
has applied her experience to managing the
office including all staff, bookkeeping, scheduling and
administrative tasks.
Sherry brings not only experience as a small business
owner, but banking and title experience, all of
which apply to her daily efforts at our office. Her work
ethic and dedication are always evident in everything she
does. Sherry is the first smiling face when you come to
our office and the friendly voice on the phone. Sherry can generally
knows everyone's schedule what they're doing and when they're
scheduled to return. In their absence, there's
probably also a very good chance that she can answer your questions.

Michael W. Terry,
Geologist, GIT
Mr. Terry joined ATC in March of 2000 as a Geologist in Training and has a Bachelors Degree in Geology. He brings
21 years experience of third-party regulatory compliance and impact monitoring of groundwater and surface water for many surface mining operations in Wyoming, Montana, and Idaho.
Mr. Terry has also provided primary and support roles in numerous types of investigative, remedial, and resolution efforts associated with the release and transport of trace metals, cyanide, petroleum products, and nitrogen compounds. Other types of project experience include monitoring and report requirements for sanitary landfills, public water supplies, and petroleum land farming operations.

Pete Hager, Professional
Engineer, LS
Mr. Hager has over 40 years experience as a civil engineer designing roads, conducting remote sensing studies, mapping of environmental resources and in the management of water purification and treatment systems. Over his career, Mr. Hager’s work has taken him to Africa, Asia, Europe and the Middle East. Since joining Aqua Terra in 2003, Mr. Hager has designed sediment control facilities in strip coal mines, inspected and reported on the condition of sedimentation ponds and prepared construction cost estimates for various mine reclamation activities. Mr. Hager has also assisted in the waste disposal planning and permitting of a proposed coal beneficiation plant in Wyoming.
Mr. Hager holds both P.E. and L.S registrations in
Wyoming.

Steve Stresky,
Hydrogeologist, Professional Geologist
Mr. Stresky joined ATC in October 2004. He is a hydrogeologist with broad experience in hydrology, geology, and geophysics. His credentials include a Bachelor’s degree in geology and geophysics, a Master’s degree in hydrology, professional registration of geology in Wyoming, and licensure of geology and hydrogeology in Washington. His experience includes mining, groundwater resource development, and environmental assessment/remediation that spans a variety of geologic settings in the mountain west, New England, and the west coast. Aquifer characterization and quantitative hydrology are among some of his specialties. Mr. Stresky also has experience with petroleum resource evaluation in numerous basins throughout the world that includes quantitative analysis and geologic interpretation for oil and gas exploration.

Todd Wagner,
Professional Engineer, Civil and Electrical
Mr. Wagner
joined ATC in January of 2005 as an engineer. He has a
Bachelor's degree in Electrical Engineering from the
University of Wyoming. Before joining ATC in January 2005,
he worked as an electrical engineer for five years
performing activities required in estimating, designing,
and building combined cycle power plant projects in
Alabama, California, Florida and Virginia. Since joining ATC, Mr. Wagner has gained
experience designing and permitting multiple hydrologic
control plans, sedimentation ponds, postmine impoundments,
diversions, reclaimed channels, and culverts for projects
in Alaska, Colorado, Montana and Wyoming. Mr. Wagner
has also assisted in the development of mine and
reclamation plans using volumetrics modeling
software. Mr. Wagner is certified as a Professional
Engineer in Wyoming and Montana in both Civil and
Electrical Engineering.

Margo Marosok, Engineering/Lands Technician
Mrs. Marosok joined ATC in January 2006 as an
Engineering/Lands Technician after 6 years as an
Engineering Technician with the Forest Service.
Along with experience in water testing, surveying and
mapping, Mrs. Marosok has an Associates Degree in Ag
Business from NWCCD-Sheridan College. Since
joining ATC Mrs. Marosok has worked in the Lands
department conducting legal estate title research,
mapping the results and assisting with permit transfer
and renewal applications and maintenance of land
management systems. Whenever she is able to, Margo likes
to go to the field for a day of data collection. Margo's work ethic and enthusiasm are
evident.

Patrick Ley,
Engineer
Mr. Ley joined the engineering department of ATC in
August 2006. He has a Bachelors degree in
mechanical engineering from the University of Wyoming.
Mr. Ley's experiences during summers as a welder and
floor hand on a drilling rig appear to have given him
valuable insight into the real world challenges of
building and construction. Since joining ATC,
Mr. Ley's projects have included design and permitting
of mine hydrologic control plans, sedimentation
ponds, channels, and culverts for projects in both
Alaska and Wyoming.

| Bob Giurgevich,
Senior Scientist & Project Coordinator
Mr. Giurgevich joined ATC in September of 2006 after 25
years with the State Of Wyoming's Department Of
Environmental Quality, Land Quality Division. He
has a Bachelor's Degree in Biology from Bellarmine
University and a Doctorate in Botany from the University
Of Georgia. At this time, all of Mr. Giurgevich's
work with ATC his been focused on projects which support
the prospective permit amendment application for the
Youngs Creek (formerly Ash Creek) Mine north of
Sheridan, WY.

Robert Tilden,
Geologist
Mr.
Tilden has been with ATC since September of 2006. He has
a Bachelor’s and Master’s degree in Geology and
Environmental Studies from Ben Gurion University in
Israel. His formal education specialized in hard rock
mineralogy. He has four years experience as a
field oil and gas geologist in the Rocky Mountain region
prior to his current position. Here at Aqua Terra
Robert deals mainly with water sampling, hydrological
modeling, data entry, well construction, overburden and
coal sampling.

James Kunsman,
Engineering Technician
Mr. Kunsman has been with ATC since
October of 2006. He has an Associates Degree in
drafting from NWCCD-Sheridan College.
Before joining ATC, James worked for a petroleum service
company along the overthrust belt in Southern Wyoming. Since joining ATC, Mr.
Kunsman has assisted in design and drafting of
sedimentation ponds, channels and culverts for projects
in Alaska and Wyoming. He has also assisted in
creating and submitting maps, tables and other documents
associated with mine permitting. James lends an artistic
quality to many exhibits which might otherwise be
boring.

Cathy Reed,
Lands Assistant
Mrs. Reed has been with ATC since September of
2007. Cathy brings legal estate title research and
abstracting knowledge to ATC as well as many years
of experience in event coordination and
management. Cathy utilizes her expertise in title
research and organization to maintain digital land
management systems for many western coal mines.
Cathy also assists in compilation of permit documents
and digital maps specifically those related to Permit
Adjudication Files. Cathy's patience and attention to
detail are critical to assuring that files are
maintained in an accurate and comprehensive manner.

Tiffany Shaw,
Engineering Technician
Mrs. Shaw has been with ATC since September of
2007. She has an Associates Degree of Applied
Science from NE Wyoming Community College. Prior
work experience includes seven years with an analytical
laboratory completing field data collection and lab
analysis for Wyoming, Colorado and Montana mines.
Tiffany is experienced in filter
handling, computer data entry, quality assurance/quality
control coordination, calibration of air samplers, meteorological
station audits, reporting, and customer service.
She currently completes most of the handling of water
quality data at ATC while assisting with field data
collection and compilation of most of the annual reports
generated by ATC. Tiffany can always be counted on to
complete everything she undertakes accurately and to the
satisfaction of her clients.

Tim
Tromble,
Engineering Technician
Mr. Tromble joined ATC in
September 2008 as an Engineering
Technician. Mr. Tromble has a
Bachelors degree in Electrical
Engineering from the South Dakota
School of Mines &
Technology. Before joining ATC,
Mr. Tromble worked as a
Designer/Draftsman, doing
estimating, designing and drafting
of log homes in Sheridan,
Wyoming. Tim also worked
performing Outside Plant engineering
with AT&T, Mountain Bell,
Northwestern Bell telephone
companies and doing some
Architectural drafting contracted
with local firms. Since
joining ATC Mr. Tromble has gained
experience in computerized hydrology
drainage basin studies and mine
reclamation plans using volumetric
modeling software.

History
Aqua Terra Consultants, Inc. (ATC) was established in December of 1991 by individuals
whose careers in mining began as early as the mid-1970's. This experience has been developed from a broad spectrum of
employment in the mining industry, private consulting and extensive work in the regulatory
framework of Wyoming and Montana.
